Vagelis Goumas was born and raised in Trikala, Thessaly. He graduated from the University of Athens’ Law School (2014), where he also received his Master of Laws in International and European Law (2022) with an emphasis on Environmental Law, as well as Human Rights Law. He has concluded a six-month internship at the Greek Council of State (the country’s Supreme Administrative Court, 2015). He speaks English and German.

He practices, both as a litigator and as a consultant, mainly in cases that fall under the jurisdiction of the Council of State and the Ordinary Administrative Courts. In particular, he systematically handles cases concerning human rights violations -including cases under the competence of the European Court of Human Rights (ECtHR) -, environmental protection (compliance with European and national legislation, environmental permitting, spatial planning, protection of ecologically sensitive areas) and protection of property (expropriation and other restrictions placed on properties).
